Підвищення енергетичної ефективності закладів бюджетної сфери міста Славутич
Управлінням інфраструктури та капітального будівництва Славутицької міської ради Вишгородського району Київської області – «Замовник», має намір використати кошти фінансування, отриманого від Інвестиційної платформи сусідства Європейського Союзу (далі – «NIP»), як фонду Європейського Союзу, що виник в результаті варіантів фінансування, запропонованих в рамках Регламенту Інструмента Європейського сусідства (далі – «ENI») і від НЕФКО, як Виконавчої Організації в рамках програми «Енергоефективність в малих та об’єднаних громадах України» («NIP ІІ Енергоефективність»), на оплату витрат по проекту «Підвищення енергетичної ефективності закладів бюджетної сфери міста Славутич».
Замовник цим запрошує Підрядників подавати свої запечатані тендери для отримання таких контрактів, що фінансуватимуться коштами НЕФКО:
- SLAV-G1: Фінансовані грантом розробка проектно-кошторисної документації, поставка устаткування та пов’язані роботи з капітального ремонту (термомодернізації) будівлі Дошкільного навчального закладу (ясла-садок) комбінованого типу «Центр розвитку дитини» Славутицької міської ради Київської області за адресою: Київська область, м. Славутич, Вільнюський квартал, буд. 1.
Устаткування та супутні роботи, що буде поставлятися за цими лотами, передбачає звільнення від оподаткування у відповідності з порядком, передбаченим Постановою КМУ України від 15.02.2002 року № 153 «Про створення єдиної системи залучення, використання та моніторингу міжнародної технічної допомоги». Підрядник з яким буде укладено контракт, буде зобов’язаний щомісячно до 15 числа складати та подавати в НЕФКО (в письмовому та електронному вигляді) інформаційне підтвердження придбання товарів, робіт і послуг у пільговому режимі за кошти міжнародної технічної допомоги у відповідності до умов та форм Контракту, для подальшої подачі в органи Державної податкової служби.
Щоби бути кваліфікованим для присудження контракту, Учасники тендеру повинні мати фінансовий, кадровий та технічний потенціал для виконання зазначених робіт та відповідати наступним мінімальним вимогам:

* - в будь-якому разі для інформативних цілей Учасник повинен також надати дані щодо доходу за 2022 р.
b) Досвід підрядника у 3-х контрактах протягом 3-x років (2019-2021 р.р.), із сумарною вартістю не менше:

- для SLAV-G1: 1,500,000 євро;

що були повністю та успішно завершені та які є подібними до пропонованого устаткування та робіт.
c) У разі подання тендеру СПКА провідний партнер повинен демонструвати принаймні 50% відповідності вимогам (а) і (b) вище;
d) Невиконання контракту Учасником тендеру (включаючи членів СПКА, якщо це доречно) не відбулося протягом 3-x років (2019-2021 р.р.);
e) Усі судові провадження проти учасника, що очікують на розгляд (включаючи членів СПКА, якщо це доречно), загалом не повинні становити більше 30% від вартості чистих активів учасника.
Замовник залишає за собою право скасувати тендер у разі відсутності підтвердження грантового фінансування.
Електрона версія тендерної документації у форматі PDF та MS Word надсилається Учаснику тендеру разом із цим запрошенням електронною поштою. У разі розходження між версіями документів в PDF та MS Word форматах, версія PDF буде переважати. Адреса Замовника з якої буде надіслана документація зазначена нижче.
Всі тендери мають подаватись із декларацією про гарантування тендеру.
Тендери повинні бути надіслані протягом трьох тижнів з дати оголошення тендеру за адресою, вказаною нижче, до 14:00 (за київським часом) 24 квітня 2023 року, після чого вони будуть відкриті в присутності тих представників Учасників тендеру, які виявлять бажання бути присутніми при відкритті або онлайн одразу після кінцевого терміну подачі тендерів. Враховуючи короткий термін подання тендерних пропозицій, на запит Замовника, Учасники тендеру можуть надавати додаткову уточнюючу документацію та інформацію, що за своїм характером не вноситиме жодних змін до поданої тендерної пропозиції.
Посилання для онлайн участі отримають ті учасники тендеру, які подають свої пропозиції. Якщо на момент відкриття матимуть місце будь-які форс-мажорні обставини, відкриття буде відкладено до настання сприятливих обставин, про що учасників буде повідомлено додатково шляхом надсилання електронного повідомлення.

INVITATION FOR TENDERS

Increase of the energy efficiency of public sector institutions in the city of Slavutych
Department of Infrastructure and Capital Construction of the Slavutych City Council of the Vyshgorod District of the Kyiv Region hereinafter referred to as “the Employer”, intends to use the proceeds of the Grant received from the Neighbourhood Investment Platform of the European Union (the "NIP"), a facility of the European Union stemming from the financing options offered by the European Neighbourhood Instrument ("ENI") and NEFCO as the Implementing Organisation in the context of the “Energy efficiency in small and united communities of Ukraine” (“NIP ІІ Energy efficiency”), toward the costs of the project “Increase of the energy efficiency of public sector institutions in the city of Slavutych”.
The Employer now invites sealed tenders from Contractors for the following contracts to be funded by NEFCO:
• SLAV-G1: Development of design documentation, supply of equipment and related works, funded by grant, for the major repair (thermal modernization) of the Preschool educational institution (nursery-kindergarten of combined type) building - "Child Development Centre" of the Slavutych City Council of the Kyiv region at the address: 1, Vilnius quarter, Slavutych, Kyiv region.
As part of the repair, the Employer intends to carry out such measures as: insulation of external facades, flat roof and basement, replacement of window and door structures, modernization of heating and ventilation systems, implementation of alternative energy sources: installation of a heat pump for domestic hot water preparation and installation of SPP. It is also planned to carry out additional non-energy efficient measures: repair of the pavement, installation of fire ladders and canopies, installation of a ramp, etc.
The equipment and related works that will be supplied under these lots is exempt from taxation in accordance with the procedure provided for by the Resolution of the Cabinet of Ministers of Ukraine dated February 15, 2002 No. 153 “On the creation of a unified system of attraction, use and monitoring of international technical assistance”. By the 15th of each month the contractor with whom the contract will be concluded will be obliged to prepare and submit to NEFCO (in writing and electronically) informational confirmation of the purchase of specialized machinery in a preferential regime with the funds of international technical assistance in accordance with the terms and forms of the Contract, for further submission to the bodies of the State Tax Service.
To be qualified for the award of a contract, tenderers shall have financial, personnel and technical capacity for implementation of the said works and satisfy the following minimum criteria:
a) The average annual revenue for any 3 years during the last 5 years (2018-2022)* shall be not less than:
- for SLAV-G1: 1,500,000 EUR;
* - in any case, for informational purposes, the Tenderer must also provide data about revenue for 2022.
b) Tenderer’s experience in performance of 3 contracts for the 3 years (2019-2021), of a total value not less than :
- for SLAV-G1: 1,500,000 EUR;
which have been fully and successfully completed and which are similar to the proposed equipment and related works.
c) If tender is submitted by JVCA, the leading partner should demonstrate at least 50% compliance with requirements (a) and (b) above;
d) Non-performance of contract by Tenderer (including members of JVCA, if appropriate) did not occur during the last 3 years (2019-2021);
e) All pending litigation against Tenderer (including members of JVCA, if appropriate) shall in total not represent more than 30% of Tenderer’s net worth;
The Employer reserves the right to cancel the tender in case of non-grant funding for the project.
An electronic version of the tender documentation in PDF and MS Word format is sent to the Tenderer together with this invitation by e-mail. In case of discrepancies between the PDF and Word versions of the document, the PDF version shall prevail. The Employer’s address, from which the documents will be sent, is specified below.
All tenders must be accompanied by a tender security in the form of Tender-securing declaration.
Tenders must be sent to the address below by 14:00 on April 24, 2023, after which they will be opened in the presence of those representatives of the Tenderers who wish to be present at the opening or online immediately after the deadline for submission of tenders. Taking into account the short period of submission of tender offers, at the request of the Employer, Tenderers can provide additional clarifying documentation and information, which by its nature will not make any changes to the submitted tender offer.
The link for online participation in the tender opening will be given to those tenderers who submitted their offers. If there are any force majeure circumstances at the time of the opening, the opening will be postponed until favourable circumstances occur, about which the participants will be additionally notified by the Employer through sending an electronic message.
